Jose Luis Quintero is the Vice President of Materials, Plants and Assets at Meridian Engineering Company, where he oversees materials operations, plant performance, asset management, and equipment strategy in support of the company’s construction operations. With more than 36 years of experience in the construction materials and contracting industry, Jose brings deep expertise in operations leadership, materials production, fleet management, and business performance.

Prior to joining Meridian Engineering, Jose served as Vice President and General Manager for Ready-Mix and Contracting operations in Southern Arizona for CEMEX, where he was responsible for overall business performance including operations, sales, forecasting, and profit and loss management. In this role he led a workforce of more than 130 employees, while building strong partnerships with customers, vendors, and municipalities across the region.

Earlier in his career, Jose held multiple leadership roles with CEMEX including Sales Manager, Aggregate and Asphalt Sales Manager, and Operations Superintendent, where he oversaw plant operations, sales performance, and field operations supporting ready-mix and aggregate production.

Jose is known for his operational leadership, commitment to safety, and focus on developing high-performing teams that drive continuous improvement across materials production and construction operations.
